Paper two: Net zero and the housing challenge

Our second report explores the twin challenges of decarbonising housing stock and building highly energy efficient new homes. The analysis of existing housing stock reveals significantly higher barriers to retrofitting homes in local authorities designated as levelling up priority areas, largely as a result of lower property values. We therefore present five policy recommendations that the Government can take to support the housing industry’s transition to net zero, including grants funded by public borrowing to retrofit energy inefficient homes, and further action to support pioneering net zero developers.
