Terrie Alafat CBE

Terrie Alafat is a former director of housing in the Department for Communities and Local Government, with overall policy responsibility for the supply and management of housing across all tenures, housing growth, and homelessness prevention and support. She began her career in the UK in social services policy development in a local authority and was director of housing and corporate strategy in the Royal Borough of Kensington and Chelsea until she moved to the civil service. Terrie has also been chief executive of the Chartered Institute of Housing and was given a CBE in 2013 for services to homeless people.

David Thomas

David was appointed Chief Executive of Barratt Developments in 2015, having served as Group Finance Director since 2009. David brings a wealth of financial and leadership experience acquired over a number of years in senior positions. He is a Non-Executive Director of the HBF and an Associate of the Institute of Chartered Accountants in England and Wales. He was formerly Group Finance Director and Deputy Chief Executive of The GAME Group plc, Group Finance Director at Millennium and Copthorne Hotels plc and held senior financial roles within House of Fraser and Forte plc.

Steve Wood

Steve Wood joined the Board as Chief Executive Officer in June 2017. Steve was previously the Chief Executive Officer of Paymentshield (part of Towergate Insurance) and UK Managing Director at Ecclesiastical Insurance. Prior to that he was Managing Director at FirstAssist Group and held senior positions at RSA Insurance Group plc and Royal Insurance. Steve has a BSc (Hons) in Mathematics and is a Fellow of the Chartered Insurance Institute. In addition to his NHBC responsibilities, Steve is a Director of the New Homes Quality Board.

Rob Boughton

As CEO of Thakeham, Rob Boughton has over 25 years of property industry experience. He started Thakeham in 2003 and today the business has three significant strands. The Strategic Land Division controls and is promoting over 60,000 plots, the Private Housebuilder delivers via two brands focused on zero carbon community creation. The Partnership division builds exclusively for Housing Associations and Councils and supports them with over 2,500 units in production.

Thakeham are the only developer of their scale to tackle the next big carbon problem by building zero carbon homes in lifetime operation as well as committing that every Thakeham home will be carbon neutral in production, even including how the materials are made and delivered to the development before construction. Under Rob’s stewardship, Thakeham is consistently growing and was ranked in the Fast Track Top 100 in the UK in 2018 and in the UK’s top 100 best companies to work for in 2020.

Nigel Wilson

Nigel was appointed Group Chief Executive in 2012 having joined Legal and General as Group Chief Financial Officer in 2009.Nigel was Chairman of the Investment Association’s review of Executive Pay (2016-2017) and the government’s review of Mission Led Business (2016- 2017). He was also a member of the government’s Patient Capital Review Industry Panel (2017–2018) and a Commissioner in the Resolution Foundation’s Intergenerational Commission (2017–2018).

He is currently on the Prime Minister’s Build Back Better Council, and a member of the expert group’s advising on the government’s Social Care Green Paper and the Life Sciences Industrial Strategy Implementation Board. He chairs the Bank of England’s Climate Financial Risk Forum, Innovation Working Group.

Nigel’s Qualifications include a PhD from the Massachusetts Institute of Technology where he was a Kennedy Scholar, and a recipient of the Alfred P Sloan research scholarship. Nigel also worked at the National Bureau of Economic Research (NBER).

Jason Millett

Jason is the Chief Executive Officer for Consultancy, responsible for leading our 3,000 consultants across the UK and Europe, Middle East, The Americas, Asia Pacific and Sub Saharan Africa. His responsibilities range from global infrastructure to property and real estate. Jason is also the Group Board Sponsor for Health, Safety and Wellbeing, a member of the Responsible Business Board, a Trustee of the Mace Foundation and the company’s Healthcare Trust. With a track record of best-in-class delivery, and a commitment to bringing an exceptional service to clients, Jason is leading teams on some of the most significant projects and programmes around the world.

Prior to his current role, Jason led Mace’s Global Projects and Infrastructure business, which included strategic oversight across utilities, energy and transport sectors. He joined Mace back in 2008 and immediately became part of CLM, the private sector partner in charge of delivering the 2012 Olympic and Paralympic Games in London on behalf of the Olympic Delivery Authority (ODA).

The Commissioners are supported by a deputies group, made of corporate affairs directors or similar from their organisations.
